Distinguish activity from outcome
The number of tickets handled measures an activity. The time it takes for a user to be able to work again measures an outcome. Only the second one matters to executive management.
Few indicators, maintained over time
Around ten indicators tracked faithfully for two years are worth more than fifty reset every six months. The time series is what gives the measurement its meaning.
Make the value visible
An IT department that cannot express what it produces in terms the other departments understand ends up being treated as a cost centre. It is as much a problem of wording as of measurement.
